NH Administrative Rules for Public Comment

Pursuant to RSA 541-A, the ARU schedules and facilitates a public hearing and written comment period for all proposed rulemaking actions, including amending, readopting, repealing a rule and when proposing a new rule. Through public input the Department gains a better understanding of how its rules affect the citizens and businesses of New Hampshire.

The Department welcomes and encourages public involvement at various stages of the rulemaking process, including during a rule's development.

At the start of the public comment period for each proposed rule, the ARU posts on this website a copy of the Rulemaking Notice Form and the Initial Proposal. Following the public comment period, the ARU posts a copy of the Final Proposal of each rule, which reflects any changes made to the text as a result of public comments received.

Comments about proposed rules can be submitted to the Administrative Rules Unit by e-mail, fax, or US postal mail. To submit comments for a proposed rule, please see the contact information located on the rulemaking notice form attached to each event in the calendar below.

Rules with Open Comment Periods or No Public Hearing Required 

Some rules, such as interim rules and expedited revisions to forms, do not require a public hearing, but may have a window of time for the submission of written comments. Other rules that do require public hearings will often have a time period for written comments that extends beyond the hearing date. Such comment periods are listed below. Please note that any emergency rules, which do not have any comment period, will be added to the Recently Adopted Rules page and will not appear here.
