Civil Right Compliance for DHHS Vendors

Documents and resources required to ensure vendors comply with federal civil rights laws when contracting with DHHS

As a State Administering Agency, the NH Department of Health and Human Services is required to monitor the Federal Civil Rights laws compliance of its contractors. As part of this process, DHHS requires all contractors who provide programs, activities and/or services to DHHS clients, including, but not limited to, those who may require language and communication assistance, to:  

  1. Complete the online Federal Civil Rights Laws Training posted on the DHHS website annually and submit a Contractor Certificate of Completion of Federal Civil Rights Laws Training to DHHS within 45 days of contract approval by NH Governor and Council (G&C); and  
     
  2. Submit a completed Contractor Federal Civil Rights Laws Compliance Self-Attestation Checklist within one (1) year of contract approval by Governor and Council (G&C) and annually for each additional year of the contract duration.   

 

Clarification Regarding Contractors with Multiple Contracts

Contractors should submit a Certificate of Training for each contract. If contractor is a large organization, the various contracts they hold will likely involve a number of different individuals/managers and services.  All managers/contract overseers should be trained on the civil rights responsibilities so they can apply the training to their particular programs/services.

Culturally and Linguistically Appropriate Services (CLAS) Resources & Guidance
