The Rate Setting Process is rooted in the Bureau of Developmental Services (BDS) Corrective Action Plan (CAP) requirement for Direct Billing with a compliance date of July 1, 2023.

BDS Systems Work - Rate Setting

New Hampshire Department of Health and Human Services (DHHS) has contracted with Myers and Stauffer LC (M&S), an accounting firm, to implement a cost report to identify the operating expenses under the 1915(c) Medicaid waiver programs managed by the Bureau of Developmental Services (BDS). 

The Myers and Stauffer (M&S) team and the Rate Setting Work Group have been working together to: 

  • Identify the array of services to include in the cost report
  • Review service definitions
  • Review waiver/rules to obtain an understanding of the Direct Service Provider (DSP) qualifications
  • Identify rate components
  • Identify potential data sources
  • Design & issue a cost report*
  • Conduct Trainings

* A cost report provides a standardized structure for gathering detailed information on the costs of providing services. 

The cost report is being conducted to evaluate the current rate schedules used by BDS under the Acquired Brain Disorder (ABD), In-Home Supports (IHS) and Developmental Disability (DD) Waivers. Cost reports will assist BDS in reviewing the current reimbursement rates as well as support development of a new reimbursement rate structure. The cost report is also being conducted to support the Department’s compliance with the Center for Medicare and Medicaid Services (CMS) requirements under §1915(c) HCBS Waiver authorities.
